HU 725AWD/BBC Brake Cable Instalation

I bought a used Hu 725AWD/BBC that had been modified to sart and run without the bail handle down. I know where the spring on the cable is placed, but there is a spring also attached to the same hole connecting to the deck. Should this spring be there?
