Have an HRX that I love, however sometimes the deck clogs up badly when the grass and weeds get tall. I've thought about taking the second blade off (I don't bag). Anyone tried this?

Probably wet. Cleaning the deck real good and let it dry. Then coat the heck out of it with Fluid film. This helps a little but it makes it easy to clean mostly. Not much you can do for wet grass clogging up things.
I use old motor oil under my decks. It's free and a great way to recycle. Perfect for winterizing the mower fleet. Rest of the oil goes on the stockade fence yearly. It's a 100 plus year old farmers trick to preserve the wood.
