Everything I read said to just forget it and buy anew carb. I figured 26 bucks for genuine Honda incl gaskets was a deal.
Put er on and now this thing surges WORSE than before. Is it an air adj, governor, spring? Mowers about 10-15 years old

Did you check the air filter? I would replace the air filter if it hasn't been replaced recently.
