I have a Honda HRM 215 sxa with 2 speed self propel. It has always dug in real well when the drive was engaged until this season. I checked the belt and it looked pretty worn. Changed the belt, adjusted the cables according to Honda's site. The rear wheels now engage when the drive lever is pulled back and spin as they should if the rear wheels are off the ground. When I set it down it won’t move. I can’t smell or hear the belt slipping.
Any advice on what to check would be appreciated.

I just went through the same thing with my HRM215K3SDA. Wheels spun when off the ground, but not enough power to propel it forward. I found that the business end of that cable had worn in half and wasn't able to move the lever far enough to engage the full self-propel function. I made an adjustment underneath where the broken piece is engaged in a keeper and got it to work. In the meantime, I ordered a replacement cable.
