HRA 214 Carb Spacer

Have this old thing apart as it wouldnt start without starting fluid. There is a metal spacer between the airbox and inlet of the carb. When I took mine apart it appears the last owner had both (rubber/ original?) gaskets on 1 side of the spacer, the carb side with no gasket between the airbox.
Is this metal spacer supposed to be flat? The spacer I took off has a slight curve to it and want to check if that is design or not?

Best I could find was HRA214DD, from the nameplate on the back of the deck:

Casting on the engine block : CXV120
And this is the spacer plate in question, you can see it doesn't sit flush on the face of the carb:

Instinct tells me this should be flat, but the carb and this plate has some bypass (secondaries?) channel/orifices and maybe the curve of the plate helps with that?

Complete your Model Number please, HRA214XXX?
See item #14 carburetor spacer by clicking on above, spacer should be flat. Is spacer identical to your spacer?
Thanks, yes I had seen this diagram and it appears flat. I massaged the spacer in a vice. Replaced the carb and now have the self propelled function working again.
