I have a grasshopper 220 that bogs down when the PTO is engaged. When looking at the fuel filter (FF) there is barely any fuel in it. When it is full it runs and cuts like it should. I replaced the fuel filter with a generic one but this problem was present when i purchased it and it had the proper Kohler FF on it. I plan on by passing the FF to see if it is too restrictive. Any suggestions will be helpfull.
Is the fuel filter installed in the proper direction? Have you tried blowing air backwards through the fuel lines (toward the tank) to see if there are any restrictions. Don't try to blow into the carb or through the pump.

Yes it is in stalled the proper way and i there is no restrictions from the filter to the tank.
To test the pump, after the engine is warmed up, remove the fuel line at the carb. Insert it into a glass jar, and start the engine. It should run at idle for a short period of time on the fuel in the bowl. Observe the fuel entering the jar, if the pump is working properly you should see a steady stream.
