I’ve purchased a new (although 2023) Toro Titan 60in ZT with Kohler 7000 series 26hp engine. Hour meter showing 0 hours even after running engine for 20 min or so. I then figured it might only register time with the blades engaged which is the case.
Question is does an hour meter that only shows time with blades engaged really represent the time on the engine?
I figure my old Bad Boy ZT with 1200hrs had at least 100hrs without blades engaged from pulling a sprayer, spreader, aerator, commuting etc. Looks like the meter has 3 terminals but plug from mower has two female connectors.

If you post the model number from the serial number tag I will try find a wiring schematic to see how the hour meter is connected.
Okay as you suspected the hour is wired to operate only when the PTO is engaged. A simple wire relocation or an added jumper would put it operating anytime the ignition is on if desired.
And no the hour meter doesn't represent currently the total engine run time just PTO use time.
