28400-Z9V-004 is the part no listed in Honda Parts Look Up for my mower HRN216 VYAA MANA1000001-9999999 but is perpetually "unavailable" and I have found no substitute part no listed anywhere.
I can confirm, though, that part no 28400-Z9V-014 appears identical to the original starter that this mower came with, and works perfectly.
