I cleaned the carb out and everything looked good but the needle would not hold a vacuum when I tested it so I replaced the needle. It fixed that problem. But when I put everything back together the 4 wheeler will idle but that is it. It runs really rough and will not drive because it goes dead. It almost seems like it has more problems besides the carb. It is spotless. I soaked it then sprayed with carb cleaner then used compressed air the clean everything and adjusted it based on the Honda atv forum. I am used to lawn mower carbs and this sounds like it is sucking air somewhere or some type of engine problem.

Had a similar issue last year with a mower. Had the carb apart and was meticulous about getting it back together, still had starting and running problems. on the advice of one of our model engineers, discarded and installed two new gaskets, voila! Started right up and ran perfectly.

When you say needle....you are talking about the needle and seat right? Not the needle jet? When you say it will not go .......does it sputter when you press the throttle or just die?

Did you check the vacuum diaphragm on top of the carb to see if it has any cracks or tears in it.

Yes needle and seat.
If you slowly press the throttle it surges. If you press it quick it suddenly dies.
Yes checked diaphragm and saw no cracks or holes.

did you remove the rubber plug and all 3 jets and use a small wire to clean out all the holes? It is starving for fuel. Also make sure the petcock is not plugged up.

Sure did. And petcock is good and clean. Well it was flooding before I changed the needle and was running the same way. It acts just like a mower with an issue with sucking air. I don't do much with 4 wheelers so I am not going to dig too deep into it since it isn't mine.
