On the bottom side of the lawn mower, I noticed the rubber belt is loose, is that normal? I didn't have the power drive bar engaged, I'm trying to figure out how to adjust power drive setting so it's less work on me, no pun intended it seems like it has lost it's drive, I also hear that you have to add oil for the power drive function is that true?

The Honda HRR2168VKA uses a "slip belt" design; to engage the rear drive wheels, pushing down on the SmartDrive control causes the belt to become more tight around the engine crankshaft and the input pulley on the transmission. So, the more you press down, the more the belt grabs, and the faster the mower drives. So it is normal for the belt to be loose when the SmartDrive control is fully released.

What exactly is the problem or what are you trying to do? Does the mower NOT self-propel, or are you wanting it to drive faster or what? Is it leaking oil from the transmission?

The oil inside the transmission is SAE 10W-30 oil, and unless you have a leak, it should not require topping off or even changing. FYI, if you DID have a leak or other problem (failed axle shaft seal, for example) that required you to add or change the oil, the entire transmission must be removed from the mower. The case has a plate and o-ring that must be removed, and the case filled with SAE 10W-30 oil, about 2.2 ounces. The correct level is when the oil level is about 18-20mm from the top of the case.
