Honda HRX217K4HYA Slow Propel

Hello! I have a Honda HRX217K4HYA that doesn't move too fast, even when set to the highest setting on the hydrostatic cruise control. It will propel, but not quickly at all. Before I started to rip it apart, I was curious if anyone could give me a couple of pointers first. Like I said, it does propel, but not quickly at all. I know these things are rated for a 4 MPH speed, but it's not doing that at all. Is there some type of maintenance I'm missing? This thing cuts great, bags great and seems as if it would grind a tree stump down if I wanted it to. HAHA! Thanks in advance!

Did you attempt to adjust the cable on the handle? You can loosen or tighten the cable by turning the nut one way or the other. Mostly just trial and error on the adjustment. Tighten/Loosen it and test the speed. The adjustment are the nuts in the bottom of the picture.

Be sure the engine is running @ 3,100 rpm with the throttle set to FAST. Triple check the belt is snug and not dragging.

Upon my inspection, everything seems to check out, but I need to have a tac put on to read the RPM's.
