Honda hrt216 won't start

My Honda has been parked for 3-4 years but was running at the time. Now it won't start. So far I've removed and cleaned the carburetor, put in fresh gas, verified the gas is running from the tank into the bowl, removed the valve cover to verify the valves weren't stuck, removed the muffler to verify it's not stopped up, verified the air filter is okay and removed and cleaned the plug.

It still won't start and won't even cough like it wants to. Here's a question though. If the plug is sparking does that mean the coil/flywheel gap is okay? I can't think of anything else but I haven't yet tried to sand the coil feet and the flywheel.

Is there fuel getting into the cylinder...?
Is the spark plug wet...?
What's the compression like..?
Are the valves sitting right (making good contact with the seat) after 4 years..?
If you have put fuel into cylinder, and know that you have good spark, then do a compresion test.

If spark is good, then the problem is surely fuel/air related. A complete and new carburetor for many of these GCV160 engines is pretty inexpensive. If you'll get me the serial number off the back of the mower deck, I can get you a part number and list price. Often, it can be MUCH faster and easier to just replace the carburetor rather than trying to get it perfectly cleaned and 100% operational....
