Honda HRT216 SDA HARMONY II engine only revs up half way PLEASE HELP

I seem to have come up with another problem. My engine seems to only come up to half speed when I push the lever all the way up. I have a new carburetor installed so I dont think its that. I traced and lubricated the throttle cable and it goes as far as the fittings allow. I tried adjusting the cable and it didn't help. At full throttle it runs slow and when I pull the lever back to the slow end it cuts off when it is only half way back. The engine will rev up when I push the governor arm. What should I look for now? Thanks Fotch

Step 1: Get a tachometer that will work with a small single-cylinder engine. You'll need it to measure and adjust the idle and "full" throttle speed settings.

Step 2: Start and run the engine until it fully warmed up (at least five minutes, especially if it's below 70-degrees F outside).

Step 3: Move the throttle to SLOW. If it dies, triple check the engine is fully warmed up, and try again. If it won't run in SLOW at at all, move the throttle to FAST and loosen the throttle cable clamp to set the FAST speed to 2,950~3,100 rpm. This may require modest bending of the throttle arm spring arm, if the carburetor is is for sure 100% clean and not contaminated with debris, slime, etc.

Step 4: Once the engine is running smoothly in SLOW, set the throttle stop screw to set the engine speed @ 1,700 +/- 150 rpm.

A complete carb cleaning can be a bit tricky for a novice or first-timer. If you suspect the fuel is old (more than 90 days) or the carb is dirty, it can be often easier/faster/cheaper to just replace as a unit. Use this link to find a local dealer who can obtain a carb for you for (usually) less than $25....you'll need the serial number off the back of the mower deck to find correct parts:
