My Honda HRT216 with transmission will not ingage rear wheels when I ingage the drive. The wheels will spin when mower is lifted off ground,but stop as soon as they touch the ground.

If the cable is in good shape, properly adjusted, and you verify it is operating properly, and all the rear wheels, axle, adjusters, etc. are clean, free of debris and lubricated, there's likely a fault inside the transmission, which has no service parts. :frown:
With your serial number off the back of the mower deck (MXXX-1234567) you can look-up the proper Honda Part Number for a new transmission at this link. Once you get the Part Number, Google it to find a Honda Dealer selling online, or use the second link to locate a Honda Dealer in your area:
