Just been given this HRR2169VKA that wont run above idle speed, cleaned the tank and filter, checked all lines, cleaned carby (removed main jet/checked all galleries ) put new fresh gas, still will only idle -running rich, noted the governor arm cannot be moved in either direction so thinking either stuck up? or some one has moved the lever on the governor arm?

Would it be possible the governor has seized up inside the engine? -told this is a newer model -auto choke and auto throttle run for 1 season only

Auto throttle? There's no throttle lever on the handle?

If it's running rich, then you know the choke isn't disengaging. And you can witness this by removing the air filter cover and looking at the choke plate through the small opening. With engine hot, the choke plate should be fully open (perpendicular to its opening).

If you don't have binding linkage anywhere, the thermowax is bad and needs to be replaced. It's what tells the choke to open or close, and yours could be sticking closed. That'll make it run rich and have low engine speed.
