I want to replace the belt drive but the center bolt just turns, it won't come off. The belt is old and came off. I was told to leave the blades attached, block the blades and then try and take off the center bolt but am wondering since the belt came off that there isn't enough tension on the pulley and that is why the bolt is just turning?

Wear gloves & safety glasses, wedge a 2x4 to hold blades, remove blades first, you need to inspect blades visually after cleaning for cracks, being bent, etc. if they look ok you can dress them up with a file and check blade balance per owners manual. Replace blades if they fail test. You should be able to access bolt & belt for replacement. Let us know how it goes, thanks.

Crankshaft is turning, have a helper hold topside of engine with proper size wrench or socket, you may have to remove fan cover assembly to access flywheel nut or bolt. Be careful not to pry on crankshaft, flywheel, etc. Hold it with both hands gloves on.

The problem is the center bolt won't come out, it just turns. I want to replace the belt but the bold belt is off and broken.

I assume your model has a brake/blade clutch? (You engage a lever to turn the blades)
The easiest way to do it is spark plug out.
Now insert a starter rope type material in plug hole(can take quite a lot)
The piston will lock against the rope and not cause damage.
Remove the bolt.
You may need to take starter unit off.
