Honda HRR2162TDA Speed Control

My honda model HRR2162tda serial # MZGG-7070845, self propels slowly, it almost needs a push to get going. I pulled the drive cover underneath and I could see the speed control casing was split. The cable inside is very thick, multi stranded. It disappears into the transmission. I'm not sure if the cable is bad or if the transmission itself is bad. There does not appear to be any tension adjuster on the cable. How can I figure out what is wrong with it?

There does not appear to be any tension adjuster on the cable. How can I figure out what is wrong with it?

There are two cables connected to the transmission; one is the clutch cable, the other is the change (gear selector) cable. The clutch connects to a pivot arm (blue) and the change cable to a similar arm (yellow). Confirm movement of the clutch (drive) lever actually moves the arm; likewise for the change cable and its arm. Worn or damaged cables should be replaced. If the cables are indeed moving the arms, it is likely to be an internal fault in the transmission. There are no service parts inside, and it would have to be replaced if faulty.
