Honda HRM 215 DB MZBB 6078125 SXA Blade has to be engaged for the mower to start

I have changed the brake and the blade bearing and need to know if the conical fingered clutch is supposed to be rigid enough to allow some separation between the domed/drive brake engagement plate and the blade mounting plate that it rests between? When I tighten the center shaft bolt and washer the distance between these two plates is almost non existent. I really can't figure out how the thing is supposed to work and have had it apart three times trying to figure it out. Anybody have a clue?

If you have it apart, I'd start by double-checking the brake pad and clutch lining thickness:

Next, make sure everything is put back together correctly (FYI, your serial number indicates the first [ K0 ] version of this model) :

After confirming it's all there and properly installed, what are the symptoms or problems?

Thank you, I can't even see the clutch lining below its pulley thickness. I do believe that you have solved my problem.
I'm just hoping that Plano or Partstree still has one of these in hand.
I replaced the brake assembly in its entirety.
