Hi I am trying to remove the ROTO-STOP clutch and the bolt turns the motor is that supposed to happen ?

remove spark plug wire first for Safety.yes, reinstall blades & use a 2x4 or equivalent to keep blades from turning by bracing wood through chute & against blades. or if you have air impact wrench & compressor. remember Safety First use gloves & safety glasses.
