Honda HR214 won't move at slow speed

My Honda HR214 has two speeds, fast and slow. It's 37 years old and has worked perfectly for every one of those 37 years. This year however, it won't move at slow speed. I've played with the cable adjustment every which way, and all I managed to do was stop it moving at all.

I haven't attempted to take it apart yet. Does anyone have advice on how to adjust the speed shift?
