Honda HF2417 cutting deck squeeks on starting the blades and wont cut on lower position?

Hi guys
runs fine and cuts at high level but as you lower she squeeks and clogs up. I think its a belt tension thing but I dont know how to adjust.
Any help would be welcome thanks.
 
Remove deck & clean, remove blades & clean, inspect, sharpen & balance blades, grease spindles & lube all moving parts, if applicable check air gap at PTO Clutch should be .012-.015, inspect belts & underside of tractor before reinstalling deck. Always engage PTO & blades at full throttle. Let us know how it goes, thanks Mark
