This Tiller has spent more that 2 seasons outdoors ( all 4 seasons ) friend brought to me to give it a "minor tune up "
This is what I have done
1 - freed up sticky exhaust valve
2 - CARB - disassembled, cleaned, and replaced all gaskets with OEM gaskets
3 - replaced internal governor
4 - replaced governor springs with OEM products
5 - adjusted governor arm as per Haynes Manual
- loosened gov arm from governor shaft
- opened throttle lever to maximum ( pulls clamp clockwise )
- turned govenor arm clockwise and re tightened clamp to shaft
Still runs at 5100 rmp - I have no idea what to do next
Governor does not want to return to put engine back at proper idle
When apart - did not see any problems where gov. gear meshes with the other gear.
I have played with this setting no less that 20 times and still no results
I do notice that the shaft only allows for about an 1/8" turn - which seems right as I when case was off I watched how the internal governor works.
Can anyone tell me where I went wrong...would TRULY be APPRECIATED

Sure sounds like the governor isn't working correctly.
The counterweights force the slider to apply pressure to the governor arm; confirm you have all the parts installed correctly and the governor arm rotates easily.
