Honda GV670 won't continue running

I have a 24HP Honda GV670 powering a seldom used vibratory plow, last used a year ago. At that time when ready to store the unit, I drained the fuel, turned off fuel valve and ran it until it stopped. Yesterday I refueled it and attempted to start with fresh fuel. It wouldn't fire. I pulled the fuel line at the carburetor and cranked, it was pumping fuel and with seemingly good pressure. Sprayed some fuel in the intake and it started immediately and ran as long as I sprayed fuel in the inlet.

I'm not hearing a click so wonder if the dash pot is not opening, there is good 12 VDC for starting and none of wiring has been changed. I'm not hearing a click from the dash pot...is it good to assume it may be the culprit or stuck? If so, can it be removed without removing the carburetor and where is it accessed?

Good fuel pressure and starts when fuel introduced in the intake leads to a carb not delivering the fuel supplied. I'd try cleaning the carb.
 
Sounds like that dashpot solenoid is stuck. Pretty common after sitting for a year. Try pulling it off the carb and soaking it in carb. Worked for me! Also, double-check you're getting 12V to it while actually cranking, not just at rest.
