Does this engine have autochoke? Some Honda GCV160 engines with autochoke were part of a Service Bulletin issued earlier this year. The autochoke can stick open, making the engine difficult if not impossible to start.

on the side of the engine block is the serial number, etched / printed in a dot-matrix looking pattern. Affected units are in serial numbers GJARA-1000001~GJARA-4630770, and GJARA-3180269~GJARA-4630773.

If your engine is in either range, the autochoke if found to be defective, and your engine is still under warranty, a Honda engine dealer will likely repair it for free. Here's a link to find one in your area; contact them to arrange for an inspection and be sure to ask them to get approval before they do any work:

Proof of purchase may be required to establish a warranty start date. Try and have this available before you take the mower in for evaluation.
