I think that model has a hydrostatic transmission. Based on what I know about USA-spec Honda tractors....

1. Hydrostatic fluid level; the owner's manual probably has a procedure to inspect and check the level. If it's like most, the correct level will vary a bit with temperature. Add ONLY Honda Hydrostatic fluid to top off if low

2. Check the ground where you normally park the mower, and all around the underside of the frame. Are there any signs of leaking fluid near the transmission? Any leaks are not good, and will probably require professional service to correctly repair.

3. If all dry, no leaks, and fluid level is good, carefully inspect the shift lever and all the linkage from it back to the transmission. On some USA models, I've seen where the linkage come loose where it is connected to the transmission, resulting in the exact issue you describe (reduced ground speed in both forward and reverse).

Of course, you can always contact your local Honda dealer:

The drive belt may worn or need to be adjusted.

To adjust remove the red panel which when sitting on mower is between the steering wheel and seat.

There is a spring which has a rod and 2 13mm nuts.
You want to extend spring to tighten belt.
The belt should be tight.

To check gearbox oil level remove grass catcher.
Remove 2 19mm bolts on discharge tube and remove tube.
Reservoir and plug is on top of transmission.
Add a 10w40 engine oil to top up as its a sealed unit.

Apart from that it could be transmission on way out.
