High idle problem

Hello! i have a 6.5hp Toro/Techumsa push mower. I replaced the carburetor and put everything back the best i can remember but now the throttle is wide open. All the videos and diagrams ive looked at show the i have everything in the right spot but to me the mechanism for the governor looks backwards I.E. the spring looks like it should pull tension towards the idler screw instead of away from it. Can anyone help me who is familiar with this problem?

The link with the spring on it goes under the throttle link.

i tried that, it didnt work. Still idles at wide open throttle. i tried removing the arm and adjusting the idler screw so it would stay at that rpm but then it didnt have the power to stay alive under load. idk what to do :( i dont wanna take it to a shop because they will charge me more then the mower is worth. Any other ideas? i got the carburetor from ebay. maybe it needs to be adjusted

Does this mower have a speed control lever on the handle? If not the engine is not designed to idle but to start and run at full speed 3400 RPM all the time. The tab the spring is attached to can be bent to the right to decrease speed and bent to the left to increase speed. A little bending goes a long way.
