HHR 2163 VXA honda mower won't start

Hi Folks, picked this one off the street, can't get it to start. I have spark and is getting fuel. new plug, air filter.
cleaned the carb thoroughly. sprayed some carb cleaner into cyl head, not even a sputter. It does have 2 levers
for blade engagement, might there be a correct sequence to start it? Thanks for any advice anyone might have.
