Single cylinder Briggs and Stratton, correct?
I would start with the basics by making sure the fuel filter, if equipped, is clean and that fuel is flowing to the carburetor good since under load the fuel demand will increase.

Ty very much. I will give it a shot but it's got all new filters as well as new carb.

did you replace the carburetor before or after the problem started?
Also, try running it with the fuel tank cap loose and see what happens

I replaced the carb and it ran great. Then the return spring on the blades broke and the owner was mowing with the blade brake on. I fixed that and it still is running like crap. Its runs as though when the govenor kicks in its getting choked out. I can crank the idle way up so that the govenor does not kick in and it wont do it when blades are on.Only does it under load. Stumping me
