Help with B & S 21 HP OHV (just rebuilt)

Was mowing and out of the blue, white smoke and lots of it.

Wound up to be the head gasket, but the evidence was not conclusive.
Didnt bother with the leakdown, the engine was built January of 2012 so
I figured Id toss new rings in, lap the valves while I had it off...

Got it together and it started on the first try. I let it idle for a short min,
shut it off and let it cool, checked the oil, did that 2-3 times untill I could see the level was fine.

Now, I started it and let it idle for a min, then went to throttle up (for the first time),
It started to run rough, and wound up stalling out. Since then I can not get the tractor to idle.

I checked for oil in the fuel pump breather line, no problem there, I verified the pump is sending fuel to the carb thinking the
good luck I has was because the of the fuel in the bowl. I checked to see if I sheared the flywheel key, all good there.

The only thing I can figure is to double check my valve adjustment (I dont have a 3 or 4 thou feeler)
so will try to make the 5 thou a little snug.

Oh, almost forgot, when I put the crankcase breather reed back on, it wast exactly pressing on the crankcase after tightening the nut. It
almost felt like I could ever so slightly press it in to make the seal. As it was a brand new part, I guessed thats normal... (May be not ?)

Thats all I can think of, If any one has any ideas on what is wrong, Id love to hear them

Got a .004 feeler gauge, and double checked my valve adjustment at least I did something right, it was perfect.

I dunno, now Im thinking it could be the carb. May be sitting disconnected for 3 days fouled it up ?.

Ideas ?

It sounds more like a carburator problem, did you do anything to it at rebuild ?
Do a good cleaning an try again.

Check your oil level, if it is overfilled and/or smells like gas you have found your problem. Float needle is longer closing, allowing fuel to flow from the tank to the crankcase. Remedy, have the carb cleaned and rebuilt. Others will say put a shut off into the fuel line, but I call that putting a bandaid on the problem, not fixing it properly.
