HELP !!!! Scag Magnum III deck tilt

I have a scag magnum III It went to a shop because the deck tilt cylinder was stuck. The guy said a new cylinder would cost $800 plus labor. I knew better. I removed the cylinder, disassembled it, cleaned it, put it back together in under an hour. Works fine now. So I reinstalled the cylinder assembly. Bolt and nut on the end towards the driver, pin and r clip on the deck end. Flipped deck tilt switch. arm extends and retracts just like it should. But the deck doesnt tilt. I looked everything over pretty good. The pin on the deck end of the cylinder arm rides in a pair of slotted plates that are welded to the deck frame. Using the other toggle switch raises and lowers the deck vertically for the grass cut height. Why isnt the deck tilting?

Still have that Magnum?
Hope you got you problem fixed.
Mine is different.
My hydralic system wants to pump the cutter when I change directions. Reducing power helps. and easy on the foot peddle helpls but other wise is will jump and bounce until I take my foot off of the peddel.
Fluid is full
