Help me re-attach my governor spring on my 12HP Dixon 428 ZTR

I've got a 12HP 281707-0128-01 that is surging and stalling constantly. This is on a Dixon 428 ZTR mower. I took a closer look at the throttle linkage, and I see what appears to be a broken spring on the throttle linkage. It looks like the spring slides up and down the linkage, and maybe connects to some point on the side/outside of the engine body. Is this perhaps my engine governor spring? It's not connected to anything, and I see one end has a slight curve to it, as if to indicate that the loop end broke off.

I can't seem to find a parts explosion that shows this spring. Is the governor spring what I'm describing, and will it cause the behavior I'm describing?

Some engines have a spring with the link rod running through, this is to reduce surging. The spring attaches through the same holes as the rod.

Fixed the governor spring, it was broken on both sides. Engine is still hunting. I'm going to tear down the carb this weekend and rebuild it.

I have this same mower. The "hunting" of the throttle was so bad, the engine died as soon as the PTO was engaged.

Cleaned the carb, and everything runs great again.

Yep, that's what she needed, just a good cleaning. Soaked the carb in Evenrude Johnson Engine tuner for a few hours and she was all good to go.

Now, on to the control rods that push on the transaxle linkages. Someone pushed too hard on one of them in the past, and bent it. Straightening it doesn't help, the metal is fatigued now, and wants to bend again. I need to buy replacements. Hopefully the replacement rods are stiffer or more robust.
