Hard to pull srart

I have a Duro Max 16hp engine. Of course the pull start is easy to pull when the spark plug is out. When you put the plug in and try to start it there's a really hard spot that makes it impossible too start. Any ideas?

Is the plug wet when you remove it?

Does any come out when you pull the rope quickly?

Check your oil level, and see if the oil smells like gas.

Give us a back story, has it gotten progressively harder to pull, or just all of the sudden?

I pulled the head off and didn't see anything wrong with the push rods or valves

No the plug is dry and I don't see any coming out when I pull the rope.

Are you sure? .015 and .020 still seems too high for a flathead, let alone an OHV.
I am thinking like maybe .004 and .006 or so.
