Gardenway 21" push mower

I have a Garden way 21" push mower with a 5hp Honda engine, it will start but shuts down after about 15 to 30 seconds
I replaced the fuel and cleaned the spark plug but still shuts down, any suggestions on where to go from here

the engine is finding fuel in the carb when you start it.
It burns that up in 15-30 seconds.
Some small opening is partly blocked in the carb.
