If you are talking about the brass nipple then nothing connects to it. It is the carb bowl vent and has to be open to prevent fuel siphoning

Shouldn't is connect to the air cleaner possibly? Not just wide open on a dust master lawn mower?

When the mower is running gas comes through it. What would cause that.

I think that connects to an evap canister. I don't think fuel should be coming out of it.
Just a guess.

If there is gas coming out then the float valve isn't sealing and the fuel pump is overfilling the carb. And definitely not the evap canister unless you want to replace it.
@slomo It needs to be atmospheric vented and there really is not a lot of air exchange that occurs through that opening so dust doesn't seem to be an issue.
