Man,i had a carb that did that years ago on an old FC420V kawasaki....I ended up just putting a fuel valve shutoff on it...petcock in other words.
Lowes has them for a few bucks,you just need to remember to shut it off or you are going to have to drop the oil/fuel in crankcase all the time.
Also you say you changed the needle valve 3 times,,well did you change the little rubber O-ring(seal) that the needle pushes up against,,alot of times that seal has a groove it it,,you have to make sure you put it in the way the old one came out
If its the needle valve with the rubber point on the end make sure the orifice that it goes into is very clean and free of any debris or corrosion scale.
Also make sure you float pin is free and clean,,make sure the float goes up and down very easy and does not stick in either direction..a sticky float will cause this,,you can tap on the bowl with a screwdriver handle and the float will usually free up and function for a little while...lol
