Loosen the nut on the gov arm shaft. Turn the gov shaft to the left while holding the throttle at full rpm's. Tighten the nut down. If it still does as you described, turn the shaft to the right fully. I forgot which way you turn the shaft on these. It's in the manual for sure. Needs to be at full throttle.
