Fiber paper before mulch?

Hi, just curious from the pros do you lay those rolls of paper from home depot/ lowes that suppose to prevent weeds before you lay the mulch in the garden beds? Or do you just throw the mulch in the garden beds and deal with the weeds as they come up?

Some use a plastic sheet under the mulch.Depending on the size??
Some just pick weeds as they come up.

I am not a fan of fabric in beds. In the beds I have cleaned using plastic does one thing. It keeps the weeds on top from touching the weeds below. Sometimes when you pull out the fabric the weeds are growing right through it. Plastic does not allow water to reach the roots of any plants in the beds. To me, it is better to use pre-emergent or roundup and treat any weeds that emerge.
