FH680V with low compression

I picked up this FH680V engine from someone who said it had lost power. Compression test shows 60 PSI in both cylinders, even after valve adjustment. I'm getting ready to put it apart and would like some pointers as to what should I look for. I wander if there is a decompression valve on this engine that could be the cause of the low compression. I have ordered piston rings and a gasket set in preparation, but I might have other issues. Thanks in advance for your help.

The compression release mechanism is part of the camshaft assembly. Not likely the cause for low compression. Common causes of low compression are stuck valves or worn rings/cylinders from dirt ingestion.
