This is a PTO on a Ferris IS3000Z with a Kawasaki FD731V engine. I thought the pulley was supposed to be free wheeling, it sounds raspy when I turn it. Is that normal? The bearing seems to be tight.

Most electric pto clutches has a brake that is supposed to stop the blades from turning after it is disengaged quickly instead of freespinnng to a stop. that brake can have a scrapping sound when turned by hand
