FB460V going to hi idle

Hi, at the end of the summer last year I was shutting off my examrk mower with Kawasaki FB460V motor and instead of shutting off it went to an extreme hi idle (past the normal high idle on the throttle control). Does anybody have an idea on what this could possibly be? It looks like the springs seems to all be attached on the carb and attachment points. Any ideas would be great
