Expensive Snapper Problems

This $400 mower bought in 1990 has been in shops over the years and pushed to the back of the shed in favor or cheap models that will RUN. We are trying to resurrect it to give to a relative or a fraternal group that needs one. It is Model 21407T, Tecumseh engine 4 HP model TVS105. New spark plug. If you pour fuel in the carburetor it will run until it goes through the fuel, but won't suck any new fuel in.
The carburetor has been taken apart and is clean. We've looked at a small engine repair manual for Tecumseh, the owner's manual too, and searched online for others with the same problem. Float looks fine. Fuel line is clear. Any clue as to what could be wrong?

I would say the the jet in the bowl nut is plugged and needs to be cleaned. I know you said carb is clean, but most people miss the bowl nut jet.

Took float bowl apart, made sure all parts were open with a needle, still no fire, can't get any fuel. Does this sound like a leak or bulb problem since it wasn't the little hole in the bowl?
