I am having trouble with one wheel not wanting to pull correctly.

Is there a way to take the slack out of the wheel belt?

Is the belt my problem or should I be looking at something else to fix the problem?

You have a belt tensioner built in (circled in red). Check it for free movement. It will be very dirty and not moving well. Take it completely apart clean and lightly sand off the rust. Spray with large amounts of Lithium grease and put back together. Check idler pulley (circled in green) for spinning freely. if not then replace.
