Exmark Lazer Z cutting issue

I have a problem and I would appreciate any help.

I have a 48" 2005 Lazer Z and I recently sharpened my blades, changed the fuel filter, spark plugs and air cleaner. I engage my PTO at half throttle my blades starts to turn and sounds like scissors almost and then dissipates. The RPM goes through the roof and then back down and stays high almost like its about to take flight.

Any suggestions?
