John Deere L110 with a 13h.p. engine, when I turn the key to shut off the engine, it starts to sputter and spit but won't completely shut down, I have to choke it out. I replaced the ignition switch but got same result. Any help is greatly appreciated. Thank you!

Kill wire to coil could be partially corroded and weak signal delivered. What is engine model #?

It should still shut down even if the magneto kill was not working as the fuel solenoid would cutoff the fuel the carburetor main nozzle. But it is possible someone snip off the fuel solenoid tip in the past.
