engine surge on Lt 190 mower with 18 hp Kawasaki engine

I have a lt 190 that has a engine surge and was wondering if anyone can give me any info on how to fix it
I have replaced both plugs, fuel filter, air filter and cleaned the carb, gas cap vent, and
blown out all the gas lines and cleaned the mag and it still surges it only stops if i cover
up a little spot on top of the carb.

Just by saying that you can make the engine level out, but partially covering the intake, proves that you have a carb problem. The carb problem will be in the idle circuit of the carb, Not clean enough are a hidden passage clogged.

Sounds like the same problem that I am having with my LT190. Kawasaki 2 cylinder engine runs great with the choke lever partially pulled out which in effect is doing what you are doing with yours. By covering the intake I am reducing the amount of air to the engine, leans out the mixture and the Kaw runs great. If I am understanding what you are doing with yours, it sounds the same. Are you sure that your carb is supposed to have that little spot on top covered? Maybe there is a plug or cap that is missing for that spot? I am going to look into mine and see, maybe I have the same issue with the carb.
