I am inexperienced with lawn mowers to begin. I was using my landlord's Lawn Boy Supreme mower, and it had a full tank of gas so I assumed it had the gas/oil mixture all set. After a while, it stopped working. I thought it might be the pull cord, so I loosened the four Philips head screws and the cord pulls out fine, but the top pulley does not move or turn. Is the engine ceased? Is this repairable?
Try siphoning out some gas, or pull the fuel line off the carb and look at it in a glass jar. If it's clear or only slightly yellow, it's probably straight gas and yes the engine would seize. Probably easier to get a used replacement engine for it.

Lawnboy supreme has the blade brake and I assume it was engaged and thats why the flywheel wont turn.I also assume your landlord filled it up so he should know whats going on.put a bungee cord on the safety zone bail and see if it turns.Always disconnect the spark plug wire when servicing.
