hi i have a toro personal pace with a techumseh engine and it had trouble starting cold took a few pulls once it ran it started first pull but i cleaned out the carb and that did fix the problem, it started right up but it idles pretty low and i adjusted the idle speed but it didnt make to much of a difference and it sounds like it looses some power when i push in the personal pace to make the rear wheels spin but i did notice that the top of the carberator bowl is alittle corroded and the gasket for the bowl is cracked a little. could this be the problem on why its idilng low and not running right?

Sounds like you may have not hooked the governor rod up rite.
The rod coming from the governor (the lever on the side of the engine behind the carb if you didn't know) should be hooked up to the hole in the carb butterfly that's closest to the engine block, throttle should be wide open when engine is not running.
