Engine over reving

I have a Toro 22 in Recycler, Model # 20076,
My engine details are:
Model: Tecumseh LV195XA
Spec: 362086E
D.O.M.: 07067 GA0351

I did a cleanup on the carb, new plug, air filter, gas tank, oil. I would swear that I put the governor linkage rods back in the right holes.
The engine starts, but revs like crazy. This machine only has one speed with no throttle lever. I didn't mess with any carb screw settings.
Is there a diagram anywhere that shows the proper linkage and carburetor settings?
Any other suggestions?

On page 33 you will see pictures of how the governor linkage should be attached. I suspect that when you reassembled it you put the linkage in the wrong hole.

I know that this manual does not have your engine, but they are very similar.
