Electric start on Toro CCR-2000E?

The electric start on my Toro CCR-2000E isn't working.

I can here the electric motor spin, but it doesn't crank the engine over.

I had known the governor was likely stuck and the other day I removed the bottom shroud, and found the governor, and it indeed was stuck. I was able to work it a bit and get the governor working again. But in looking around via the bottom shroud opening, I didn't spot the electric motor. Did I miss it? I didn't have a ton of time, I was late for work.

Do I need a new starter? Or is there a gear or something I can replace maybe?

Any pointers on where to begin would be appreciated.

You probably will have to change the starter bendix gear. The teeth are either broken, the drive washer is worn or the bendix is frozen on the shaft.
