electric clutch failure

Maybe a dumb question, but can an electric clutch fail in the engaged position? Or can a bad battery cause electric clutch to stay engaged regardless?

An electric clutch can appear to fail in the engaged position when the bottom bearing seizes basically locking the drive pulley of the clutch to the crankshaft.
